SECTION II: PURPOSE OF THE ROLE

To oversee the seamless and efficient loading of vessels, ensuring safety compliance, optimizing procedures, verifying chemical quality, and maintaining accurate cargo documentation in adherence to established safety standards, regulations, and guidelines.


SECTION III: KEY RESPONSIBILITIES AND ACCOUNTABILITIES OF THE ROLE

Responsibilities


Vessel Operations and Jetty management

  • Collect Single Point Mooring (SPM) document inputs (quantity, damages, surveyors) from Supply and Trading (SNT) and Engineering teams to gather essential information for vessel loading
  • Prepare detailed vessel loading plans on Economic, Planning and Schedule (EPS) tailored to customer requirements, providing accurate temperature and density values
  • Work closely with the Chief Boarding Officer to sign loading agreements and ensure seamless communication with the Panel Officer
  • Communicate effectively with stakeholders, including vessel crew, terminal personnel, and surveyors, to coordinate loading operations
  • Oversee operations for Jetty, managing multiple vessels in shifts, and facilitating efficient and organized loading procedures
  • Coordinate with Jetty personnel and equipment operators to ensure a smooth and safe berthing process for vessels


Cargo Handling and Bunkering Optimization

  • Analyze vessel size and cargo requirements to provide recommendations for enhancing loading efficiency and maximizing cargo capacity
  • Optimize loading sequences and prioritize cargo placement to ensure the vessel's stability and trim during loading and unloading operations
  • Streamline loading procedures and reduce turnaround time for vessels by coordinating closely with the cargo operators
  • Conduct thorough verification of the quantity and quality of supplied chemicals to vessels, utilizing manual dipping and gauging methods for accuracy
  • Handle bunkering operations, ensuring vessels receive appropriate fuel supplies as required, and maintain precise documentation on Swachh Sagar Portal
  • Collaborate with fuel suppliers to ensure timely and cost-effective bunkering operations while adhering to quality standards


Documentation and Reporting

  • Maintain accurate and comprehensive cargo documentation, including cargo manifests, bills of loading, and loading reports
  • Update cargo records in the ISOM system and ensure timely submission of required reports to relevant authorities
  • Coordinate with relevant departments to ensure accurate and up-to-date cargo information is available for operational planning
  • Verify cargo details against shipping documentation to ensure compliance with regulatory requirements and prevent discrepancies
  • Implement and maintain a secure and organized filing system for cargo documentation to ensure confidentiality and data integrity
  • Review and cross-check cargo records to ensure completeness and accuracy before submission to authorities
  • Keep abreast of industry-specific documentation standards and regulations to ensure compliance with best practices


Safety and Compliance

  • Monitor and enforce strict safety protocols during loading operations, both at the vessel and terminal, to mitigate potential risks and ensure a secure working environment
  • Conduct safety briefings for the boarding team and other personnel involved in the loading process, emphasizing safety measures and emergency procedures
  • Adhere to all marine safety regulations, company policies, and industry best practices to maintain a high standard of safety compliance
  • Continuously monitor loading operations to identify and address potential safety hazards promptly
  • Collaborate with safety officers and other relevant personnel to implement safety enhancements and improve safety standards
  • Ensure that all personnel involved in the loading process receive proper safety training and are equipped with necessary safety gear
  • Maintain a thorough understanding of safety regulations and industry guidelines to ensure compliance and proactive safety measures
  • Review incident reports and implement corrective actions to prevent the recurrence of safety-related issues


Policies, Procedures and Processes

  • Conduct day to day activities & follow all relevant policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner
  • Keep self abreast with leading practices & trends and contribute to the identification of continuous improvement of systems, processes and procedures

  • % Adherence to Loading Document Requirements - evaluate the percentage of loading documents, such as Bill of Loading, letter of notice, loading plan, letter of protest, and notice of readiness.

SECTION VI: KNOWLEDGE AND COMPETENCIES

Education Qualifications

  • Bachelor's degree in Chemical Engineering, BE or B.Tech, BSc, MSc, or a relevant diploma in a field related to Marine Operations


Experience (Must Have)

  • 4-8 years of experience in Marine operations


Experience (Good to Have)

  • 3+ years of experience in tanker operations and vessel safety protocols
