SECTION II: PURPOSE OF THE ROLE

To drive radio communication operations across various stakeholders involved in port operations, including vessel operators, port authorities, pilots, and other relevant personnel to facilitate safe and efficient maritime operations at the port



SECTION III: KEY RESPONSIBILITIES AND ACCOUNTABILITIES OF THE ROLE

Responsibilities


Marine/Radio Communication

- Oversee all radio communications activities within the port including operating and monitoring radio equipment, maintaining communication channels, and ensuring compliance with relevant regulations and protocols

- Act as a central point of contact for vessel operators, port authorities, and other stakeholders to receive and relay messages, coordinate vessel movements, and dispatch relevant information to appropriate personnel

- Provide navigational assistance to vessels entering or leaving the port and communicate important information such as weather conditions, navigational hazards, and berth availability


Operations

- Monitor and provide instructions to vessels (ex. guidance on where to drop anchor for loading/unloading etc.), calculate berthing availability, allocate positions and provide necessary instructions to the vessels

- Oversee cargo operations with the panel operator for proper unberthing of the vessels; Schedule implementation post berthing under the guidance of duty port captain


Stakeholder Management

- Liaise with third parties like customs, immigration officials etc. for logistics support to avoid delays for clearance

- Attend industry conferences, seminars, and networking events to expand professional network and stay abreast of industry trends


Compliance & Documentation

- Maintain accurate records of all communication activities, including VHF recording, logbooks, incident reports etc. to ensure accountability and provision of a historical record for future reference or legal purposes

- Ensure compliance with relevant marine regulations (Ex. IMO), local port regulations, and internal policies

- Collaborate with compliance teams to address any compliance-related issues or inquiries


Policies, Processes and Procedures

- Conduct day to day activities & follow all relevant policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner

- Keep self abreast with leading practices & trends and contribute to the identification of continuous improvement of systems, processes and procedures



SECTION IV: SUCCESS METRICS (TOP 3-5 KPI's)

- % Adherence to guidelines and policies at RIL - Timely broadcast of navigation warnings - Message Accuracy



SECTION V: OPERATING NETWORK

Internal: Jetty Officers, Radar Operators, Product Trading Teams

External: Customs officials, Immigration officials, Pilots/Vessel Operators, Port Authorities



SECTION VI: KNOWLEDGE AND COMPETENCIES

Education Qualifications

- Bachelors degree in any discipline - Radio Officer certification/GMDSS certification mandatory

Experience (Must Have & Good to Have)

- 4-6 years of experience with a background in marine operations/port traffic controller or related role - Ex-Navy communication branch personnel may also apply
