SECTION II: PURPOSE OF THE ROLE
To manage procurement of a specific category for single/multiple sites and provide technical guidance to downstream team for process adherence to enable achievement of functional goals while instilling RIL values and behaviour in day to day working of team

SECTION III: KEY RESPONSIBILITIES AND ACCOUNTABILITIES OF THE ROLE
Responsibilities

Policies, Processes and Procedures

  • Assist in formulation of functional plans and ensure day-to-day execution in line with function standards & regulations
  • Implement new initiatives/ projects as per established policies to meet future requirements of various O&M contracts
  • Provide inputs for improvements in business processes, specifications and best practices

Procurement Strategy
  • Interact with site teams to understand the consumption pattern for annual planning and decide upon the contracting strategy vis a vis maximising plant reliability
  • Participate in high value negotiations, and pricing finalisation with Original Equipment Manufacturer (OEM) for Annual Rate Contracts (ARC)
  • Oversee the end to end procurement process to ensure turnaround time management for Maintenance, Repair and Operations (MRO)
  • Review the Scope Of Work (SOW) based upon past experiences to ensure right terms and conditions
  • Gather technical confirmation of Scope Of Work (SOW) from the user, finalise and give quotation to vendor
  • Analyse bids for selecting qualifying vendors as per Scope Of Work (SOW) and negotiate commercially
  • Own the end to end payment cycle and ensure proper contracts in place of mega shutdowns, timely mobilisation

Contract Awarding & Management
  • Approve the contract as per laid Delegation Of Authority (DOA)
  • Participate in kick-off meetings with contractors post award of contract
  • Monitor effective management of contracts, review contractor work progress in consultation with stakeholders for respective sites
  • Review contractor claims and settlement, issue notices/letters in consultation with stakeholders and handle change management
  • Manage various escalations coming from Buyer and provide guidance/ support
  • Manage effective relations with multiple stakeholders to achieve completion as per TAT
  • Devise and implement appropriate risk mitigation strategies as ensuring timely return of material, proper agreement, timely reconciliation of free issued material, proper measurement and reconciliation for lump sum contract, avoiding cost overruns etc.

Vendor Development
  • Develop and maintain strong relationships with key vendors and provide ongoing support in resolving disputes as needed
  • Oversee compliance with all relevant regulations and standards, such as environmental regulations, RIL requirements
  • Assist in aligning vendors to various internal laid procedures and compliance requirements
  • Monitor and analyse vendor performance data, including cost, schedule, and quality metrics, to identify areas for improvement and to drive continuous improvement
  • Oversee arrangement of relevant documents for timely movement of materials, timely certification and payment as per internal guidelines
  • Coordinate with internal stakeholders as operations, engineering, and finance teams for timely resolution of conflicts

People Management
  • Participate in recruitment activities & ensure retention / engagement of own team
  • Set performance objectives of own team, evaluate / appraise team members and provide regular feedback & guidance
  • Guide, mentor and develop own team to take larger and complex responsibilities
  • Evaluate training and development requirements for own team and make recommendations for learning interventions

SECTION VI: KNOWLEDGE AND COMPETENCIES
Education Qualifications
  • A bachelor’s degree in Engineering or a master’s degree in Management of Business Administration (MBA) (preferred)

Experience
  • 12-15 years of overall experience in procurement, with a minimum of 7-10 years of exposure in handling procurement for respective category
