Job Purpose:

Reliance Foundation is partnering with Strategic partners and is launching a project to empower aspiring women entrepreneurs, both individual as well as part of SHGs/SHG Federations, by creating a conducive environment for them to participate in local economic development proactively. The RF – business partner’s collaboration will contribute to recently announced goal by MoRD, GoI to enable rural SHG women to earn at least Rs.1 lakh annual income. The project will drive women-led enterprise development in identified districts, supported by State Rural Livelihood Missions and field implementation agencies in three states over three years.

The Project Management Unit (PMU) will be responsible for implementation of the entire project as per the project-operating plan. Overall, it will be responsible for execution across three states; harnessing strengths from various partner organizations, managing with field implementation agencies, monitoring and evaluation agency and SRLMs; being responsible budget flows and providing regular updates to the Project Steering Committee on a periodic basis. The Program Lead for the PMU will be responsible for development and delivery of the project implementation plan, Management with the stakeholders for the delivery of the project and be the single point of contact for the principal partners of the program.

Roles & Responsibility and Outcomes (KPI):

  • Develop the Project Implementation Plan, and own delivery of the project as per the plan
  • Managing work streams of the project and own key deliverables
  • Provide technical assistance in project implementation and support the design, and evaluation of project interventions being implemented
  • Support in the development of approaches, tools and materials to monitor and evaluate the Empowering Women Entrepreneurs Project
  • Manage key work streams of the project including analytics as well as on-ground execution
  • Managing Thematic Leads, State Execution Units, Field Implementation Agencies and District Level Teams for execution
  • Budget management as well as making contracts/grants/MoUs for the field implementation agencies, monitoring & evaluation agency and any other partners
  • Managing key management dashboards, including data collection with help of the MLE agency and implementation agency and interpretation to derive insights for management discussion.
  • Engage with senior stakeholders in the State Government and ensure smooth implementation of project
  • Identify the important issues through engaging with the Field Implementation Agencies on a daily basis and jointly problem solve with the stakeholders (including state government stakeholders) to resolve those issues
  • Manage and ensure retention of reporting team members and ensure that the team is motivated for work and is delivering quality outputs on time

Experience & Educational Requirements:

EDUCATIONAL QUALIFICATIONS:

Include Additional Certification Required if any

  • Necessary
  • Post Graduate Degree in Rural Development/ Social Work / Agriculture/ Business Administration/ Management and allied discipline/ development studies from reputed university /institute
  • 15-20 years of work experience, with a minimum of five years in a leadership position, with a proven track record of complex program management and building and maintaining external relationships;
  • Excellent track record of building and nurturing relationships with development organizations at multiple levels;
  • Extensive program experience in one or more of the following portfolios: livelihoods, women empowerment, government collaborations, shall be preferred.
  • Proven track record of working on large scale rural development programs and women Self Help Groups in NRLM
  • Understanding of the development sector and critical cross cutting themes
  • Deep understanding of the impact on large population
  • Experience in managing and leading bilateral, multi-lateral projects
  • Strong ability to nurture and empower staff at every level.
  • Critical thinker (able to think clearly and rationally and select the best method as appropriate)
  • Program design and development experience (including conceptual clarity);
  • Deployment of digital and technology solutions in the livelihood sector

OTHER REQUIREMENTS:

  • ·Proven track record of working on large scale rural development programs and women Self Help Groups in NRLM
