Qualifications:

1. Bachelor’s degree or Master Degree in Human Resources or a related field.
2. 5 - 9 years of experience in HR operations or a similar role.

Key Responsibilities:

1. Oversee the entire recruitment process for the State.
2. Drive recruitment through various sourcing channels to ensure a continuous supply of talent aligned with business needs.
3. Develop and utilize alternative recruitment channels, such as NGOs, campuses, and employment exchanges.
4. Initiate and manage recruitment drives, including walk-ins, contests, and referral programs.
5. Build and maintain a talent pipeline for critical roles through market mapping.
6. Collaborate with internal stakeholders to promote internal candidates for open positions.
7. Govern the selection process (screening, assessments, interviews) to ensure quality and compliance.
8. Monitor and drive recruitment performance indicators like turnaround time, attrition rates, offer dropouts, and budget adherence.
9. Manage internal and external stakeholders, providing real-time updates on recruitment progress.
10. Train and mentor the recruitment team to enhance their performance.
11. Set performance expectations, monitor productivity, and provide constructive feedback.
12. Govern the recruitment process in compliance with financial, statutory, and regulatory standards.
13. Regularly review the recruitment dashboard and take corrective actions to ensure timely hiring.
14. Develop strategies to enhance diversity and inclusion within the recruitment process.
15. Ensure a positive candidate experience at all touchpoints to strengthen the employer brand.
